استقبال گروه‌های حقوق بشری از تصمیم دولت دانمارک در قطع کمک‌های مالی به برنامه مبارزه با مواد مخدر جمهوری اسلامی

حقوق بشر ایران, ۲۲ فروردین ۱۳۹۲: سازمان حقوق بشر ایران، مرکز اسناد حقوق بشر ایران و عدالت برای ایران، تصمیم دولت دانمارک را ،مبنی بر متوقف کردن کمک‌های مالی خود به جمهوری اسلامی ایران از طریق دفتر مبارزه با مواد مخدر سازمان ملل در ایران، ستودنی می‌دانند.

دانمارک در طول دهه اخیر در غالب برنامه همکاری فنی در [کاهش و کنترل] جرایم مرتبط با مواد مخدر در ایران چندین میلیون دلار از طریق دفتر مبارزه با مواد مخدر سازمان ملل به ایران کمک کرده است. به این اقدام به دلیل حمایت از برنامه‌های مبارزه با قاچاق مواد مخدر در ایران که نتیجه‌اش اعدام سالیانه صدها نفر از مجرمان جرایم مواد مخدر است، انتقاداتی وارد شده است.

در آبان ماه سال گذشته، سازمان حقوق بشر ایران، مرکز اسناد حقوق بشر ایران و عدالت برای ایران در نامه ای به دفتر مقابله با جرم و مواد مخدر سازمان ملل متحد و کشورهای کمک دهنده به ایران در مبارزه با مواد مخدر خواستار آن شدند که این کمک ها تا زمانی که جمهوری اسلامی اعدامهای مرتبط با مواد مخدر را پایان ندهد، متوقف شود. در آن نامه به این نکته اشاره شد که اجرای مجازات اعدام برای مجرمان مواد مخدر از سوی جمهوری اسلامی ایران، نقض تعهد موضوع بند 2 ماده ۶ میثاق بین المللی حقوق سیاسی و مدنی است. به موجب ماده ذکر شده ایران مکلف است اعمال مجازات اعدام را صرفا به موارد "مهم‌ترین جرایم" محدود کند. این در حالی است که بر اساس موازین شورای حقوق بشر سازمان ملل، جرایم مربوط به مواد مخدر مصداق "مهم‌ترین جرایم" نیستند. از سوی دیگر شواهد حاکی از این است که تقریبا 70- 80 درصد اعدام‌هایی هرساله توسط جمهوری اسلامی ایران اجرا می‌شود در ارتباط با جرایم مواد مخدر است. در کل حداقل ۵۸۰ مورد اعدام در سال ۲۰۱۲، ۶۷۰ مورد در ۲۰۱۱ و ۶۵۰ مورد در ۲۰۱۰ اجرا شده است.

دولت دانمارک در طول دوسال گذشته، سالیانه مبلغ ۵ میلیون کرون دانمارک (در حدود ۸۷۵۰۰۰ دلار آمریکا/۶۷۰۰۰۰ یورو/ ۵۷۲۳۰۰ پوند بریتانیا) به دفتر مبارزه با مواد مخدر سازمان ملل کمک کرده است. انتظار می‌رفته در طول دو سال آینده مبلغ ۷ میلیون کرون دیگر ( حدود ۲۳.۱ میلیون دلار آمریکا/۹۳۸۲۸۰یورو / ۸۰۱۲۲۰ پوند بریتانیا) هم کمک کند ولی زمانی که نتیجه بررسی‌های اخیر نشان داد کمک‌های مالی به بالارفتن اعمال مجازات‌ اعدام در جرایم مواد مخدر منتهی شده است، دانمارک مشارکت خود را قطع کرد.

همانند بسیاری از موارد دادرسی‌های کیفری در ایران، رسیدگی به اتهامات مربوط به مواد مخدر هم به کرات از سوی سازمان‌های حقوق بشری محل پرسش و انتقاد قرار گرفته اند. دلیل انتقادها و پرسش‌های سازمان‌های حقوق بشری، گزارش‌هایی دال بر ضعف موازین تحقیق و جمع آوری مستندات، نبود دادرسی منصفانه و عدم رعایت اصول آیین دادرسی عادلانه و ممانعت از دسترسی متهمان به مشاوره حقوقی در پرونده‌های‌ جرایم مرتبط با مواد مخدر است. به گفته دفتر مبارزه با مواد مخدر سازمان ملل دانمارک به همراه آلمان، فرانسه و دیگر کشورهای اروپایی جزو اولین حامیان مالی و مشارکت کنندگان در برنامه همکاری فنی در کاهش و کنترل مواد مخدر و جرایم مربوط به آن بوده است. اگرچه جزئیات نوع این کمک‌ها به ندرت در اختیار عموم قرار گرفته است.

HR Groups Welcome Denmark's Decision to Stop Funding a UN-Operated Program Contributing to the Execution of Hundreds in Iran Annually

(10 April 2013) – Iran Human Rights, the Iran Human Rights Documentation Center and Justice for Iran commend the decision by the government of the Kingdom of Denmark to cease all funding for the United Nations Office on Drugs and Crime (UNODC) integrated program of technical cooperation on drugs and crime in the Islamic Republic of Iran (IRI). Through the program, Denmark provided several million dollars for UNODC's counter-narcotics cooperation with the IRI over the last decade. The initiative had been criticized for supporting anti-drug trafficking programs in Iran which result in the IRI's executions of hundreds of individuals every year on drug charges.

Last October, Iran Human Rights, Iran Human Rights Documentation Center and Justice for Iran called on the UNODC and many of its donor nations to cease funding for the IRI's counter-narcotics operations, pointing out that the IRI's implementation of capital punishment for drug-related crimes is in violation of its obligation under Article 6(2) of the International Covenant on Civil and Political Rights to only impose the death penalty for “the most serious crimes.” While the United Nations Human Rights Council has determined that the “most serious” standard does not include drug-related offenses, evidence indicates that roughly 70-80%of the executions carried out by the IRI in the past few years are for such offenses. This figure suggests several hundred executions are enforced for drug-related offenses every year: in 2012, at least 580 individuals were executed in total, 670 in 2011 and 650 in 2010.

The government of Denmark provided 5 million Danish kroner (about 875,000 USD/670,200 EUR/572,300 BGP) annually to the UNODC over the last two years. It was also expected to provide 7 million Danish kroner (about 1.23 million USD/938,280 EUR/801,220 BGP) over the next two years, but when a recent evaluation revealed that the funding led to executions for drug-related crimes, Denmark's participation was discontinued.

As with many criminal prosecutions in the IRI, drug-related convictions have also repeatedly been called into question by human rights organizations due to reports of low evidentiary standards, a lack of due process and the denial of counsel to defendants in drug-related cases. According to the UNODC, Denmark was among the primary donors and contributors to the integrated program of technical cooperation on drugs and crime in the IRI, along with the Federal Republic of Germany, France and other European countries. However details of the nature of this assistance have been scarcely made available to the public so far.

Iran Human Rights, Iran Human Rights Documentation Center and Justice for Iran call on all other donor countries to follow the Danish example and withdraw all funding for the IRI's counter-narcotics operations.

IHR Publishes Annual Death Penalty Report: Highest Numbers in 15 Years

Iran Human Rights, April 4: Iran Human Rights (IHR) has stated in its most recent annual death penalty report that the real number of executions in Iran in 2012 was among the highest in more than 15 years.

IHR reported on the possibility of hundreds of executions in Vakilabad, a prison in Mashhad. However, due to a lack of access to information and due process, most of these executions could not be declared official.

Since October 2012, IHR has received reports of weekly executions in Vakilabad, where approximately several hundred prisoners have been executed so far. “IHR characterizes mass executions in Vakilabad Prison as a massacre and has urged the United Nations to send a fact-finding mission to Iran to investigate these executions,” says Mahmood Amiry-Moghaddam, the executive director and international spokesperson of IHR.

With the approach of the presidential elections in June, IHR has expressed concern that Iranian authorities may further use the death penalty as a tool for intimidation and political repression. “We urge the international community to pay more attention to Iran as we expect an increase in the number of executions,” says Amiry-Moghaddam. IHR's report states that Iranian authorities are aware that the outcome of new protests in June 2013 may be even worse than previous years, thus they are taking extreme preventative measures. “Spreading fear through society is the Iranian authorities' main oppressive strategy, and their most powerful instrument is the death penalty," says Amiry-Moghaddam.

IHR's fifth annual report on the death penalty in Iran will be launched to the public this afternoon in Paris at the office of the ECMP, a group working for the abolition of the death penalty and a partner of the report. The full report is available on the IHR website on Thursday as well.

فوری: ۱۲ زندانی در انتظار اعدام - حقوق بشر ایران از جامعه جهانی می خواهد که اعدم‌ها را در ایران متوقف کنند

حقوق بشر ایران، ۳۰ بهمن ماه ۱۳۹۱ - بر اساس گزارش منابع موثق در داخل ایران، 12 زندانی در شهر شیراز در انتظار اعدام به سر می‌برند.

برپایه همین منابع اتهام آنان جرائم مربوط مواد مخدر اعلام شده و قرار است روز چهارشنبه حکم آنان اجرا شود.

این در حالی است که در روزهای شنبه و یکشنبه چهار زندانی در زندان شیراز اعدام شدند. حقوق بشر ایران، جامعه جهانی را به تلاش برای توقف اعدام‌ها در ایران فرا می‌خواند.

طبق گزارش‌های رسیده به حقوق بشر ایران، بیشتر این زندانیان محکوم به قاچاق مواد مخدر بر اثر شکنجه مجبور به اعتراف اجباری شدند و از روند دادگاهی عادلانه برخوردار نبودند.

بطور مشخص حقوق بشرایران از سازمان ملل متحد و کشورهایی که در پیشگیری از قاچاق مواد مخدر با ایران همکاری می‌کنند، می‌خواهد که اعدام‌ها را در ایران متوقف کنند.

حقوق بشر ایران، به زودی گزارش‌های بیشتری در مورد وضعیت این زندانیان منتشر می‌کند.

One Public Execution And Public Humiliation of Young People By The Iranian Authorities In Tehran Today

Iran Human Rights, February 13: One prisoner was publicly hanged in Tehran today. According to the state run Iranian news agency Fars the man was convicted of murdering two girls in 2005. The public execution was carried out early this morning at "Madani Street" east of Tehran.

The prisoner was not identified by name in the official Iranian media, but according to Iran Human Rights' sources his name was "Ali Mohammad Zadeh".

Fars news agency also published pictures from the Iranian security forces' campaign of arresting "thugs" in Tehran. The pictures show that masked security forces put several young men on display in public and humiliate them (Pictures below).

Iran Human Rights (IHR) condemns today's public execution and public humiliation of the young Iranians under the pretext of "fighting the thugs". Mahmood Amiry-Moghaddam, the spokesperson of IHR said:”The campaign of public terrorization of the people in Tehran today once again reflects the Iranian authority's leader Ali Khamenei's fear of possible public protests in the coming months". Amiry-Moghaddam urged the international community to react to the Iranian authorities' terrorization and humiliation of the people.

New Reports: Daily Secret Executions in Rajai Shahr Prison

Iran Human Rights, February 4: According to reports from reliable sources, Iranian authorities are executing in increasing numbers in Rajai Shahr Prison, west of Tehran.

According to sources, prisoners are being transferred out of their wards daily and the execution of several of them have been confirmed.

On January 27, two prisoners, Masoud Alimoradi and Mahmoud Nezami were hanged in Rajai Shahr Prison.

None of the executions have been announced by the Iranian authorities.

On February 3 one prisoner was transferred from ward 3 of Rajai Shahr Prison and on February 4 one prisoner identified as "Ali Mohammadzadeh" was transferred from ward 1 for execution.

Sources say that prisoners are normally transferred to Evin Prison for execution on Tuesdays, but for the past two months Iranian authorities have been executing prisoners in a hall newly built in Rajai Shahr Prison. Prisoners are removed from their ward for execution without prior notice. In some cases authorities allow visits to families the night before the execution. Executions can take place on any day of the week. Death row prisoners in Rajai Shahr Prison live each day in constant fear of execution.

Earlier today IHR published a report about weekly mass executions in Vakilabad Prison in Mashhad. Recent reports indicate that Iranian authorities have increased secret and unannounced executions.

IHR urges the UN and the international community to intervene to stop the execution wave in Iran. Mahmood Amiry-Moghaddam, the spokesperson of IHR said: "We are very concerned for Rajai Shahr prisoners. They live under constant fear and many of them might be in imminent danger of execution. We urge the international community to react now."

Secret Mass Executions Resume in Mashhad's Vakilabad Prison: Several Hundred Prisoners Possibly Executed In Past Four Months

Iran Human Rights, February 3: According to reports from reliable sources in Iran, as many as 400 prisoners may have been executed in Vakilabad Prison, Mashhad. According to the sources, there have been secret executions of prisoners taking place every Wednesday and Sunday, but there are also reports of executions up to three times a week. No detailed information is available on the amount of prisoners executed, but at least on one occasion the number of executions were as high as 50 people. Sources say as many as 400 prisoners may have been executed in the past four or five months.

Sources say weekly executions are still taking place.

The information on these executions has been confirmed by two independent sources. Iran Human Rights (IHR) will publish more details when available.

IHR and several other human rights organizations warned in September 2010 about secret mass executions in Vakilabad Prison. According to IHR's annual reports on the death penalty in Iran, at least 226 prisoners were executed in 2010 and 133 prisoners were executed in 2011. More than 200 additional reported executions were not included in the reports due to lack of details.

Iran saw a temporary halt in executions in late 2011 as a result of international attention on the issue.

IHR urges the international community to react to reports of secret mass executions in Vakilabad Prison. Mahmood Amiry-Moghaddam, the spokesperson of IHR said: "We ask the UN to conduct a fact-finding mission in Iran to urgently investigate reports of mass executions in Vakilabad Prison."

Iranian Authorities Continue to Terrorize: Young Man's Fingers Amputated in Public - IHR Urges International Community To React

Iran Human Rights, January 24: Iranian authorities' campaign of conducting public, medieval punishments continues. A state-run Iranian news agency reported that the amputation sentence of a prisoner was carried out in public today in the city of Shiraz (southern Iran).

According to the report, the prisoner was a 29-year-old man, identified as "A. S. H." He was sentenced to amputation of four fingers on the right hand and three years in prison and 99 lashes for engaging in an "immoral relationship".

The Chief Prosecutor of Shiraz warned that similar sentences for several other prisoners will be carried out in the near future.

Iranian authorities have increased the implementation of public sentences, like lashings, executions and amputations, in recent months. Two young men were hanged publicly on 20 January for allegedly taking part in a mugging in Tehran.

Iran Human Rights condemns today's barbaric public punishment and urges the international community to react. Mahmood Amiry-Moghaddam, the spokesperson of IHR said: ”It seems that the Iranian authorities' campaign of terrorizing people through public, medieval punishments has no limits. Unless the international community displays a strong reaction, Iranians, especially children, will be forced to witness more public hangings, lashings and amputations— especially as the June 2013 Presidential election nears."

Amiry-Moghaddam continued: "We urge the UN, EU and all countries with diplomatic ties with Iran to condemn these barbaric punishments immediately. The Iranian leadership, among them The Supreme leader Ali Khamenei and the Head of Judiciary Larijani must be held accountable for these crimes."

حقوق بشر ایران، ۴ بهمن ماه ۱۳۹۱: سی نهاد حقوق بشری همراە شیرین عبادی با امضای یک بیانیە مشترک نگرانی عمیق خود را نسبت به اجرای قریب الوقوع اعدام ٥ فعال عرب اهوازی ابراز داشتە و از مجامع بین المللی و تشکلهای حقوق بشری درخواست اقدام فوری کردەاند.

اعدام عربهای اهوازی را متوقف کنید

23 ژانویه‌ 2013: نیروهای امنیتی روز جمعه ۲۹ دی ماه‌ پنج زندانی عرب اهوازی اهل خلفیه(رامشیر) را از زندان کارون اهواز به مکان نامعلومی انتقال داده‌اند و خانوادەهای آنها بیم آن دارند که این افراد را جهت اجرای حکم اعدام از بند عمومی زندان کارون خارج کردە باشند.

احکام اعدام این پنج فعال مدنی، که در ماە ژوئن بەمرگ محکوم شدە بودند از سوی دیوان عالی کشور تائید و روز چهارشنبە نهم ژانویە به خانوادە آنان ابلاغ شد.

جابر آلبوشوکه، فوق دیپلم کامپیوتر و سرباز وظیفه، 28 ساله -مختار آلبوشوکه، شاغل در یک شرکت سنگ شکن، 26 ساله -هادی راشدي، فوق‌لیسانس شیمی کاربردی و دبیر شیمی، 39 ساله -هاشم شعبانی‌نژاد، دبیر ادبیات عرب و دانشجوی کارشناسی ارشد علوم سیاسی دانشگاه اهواز، 32 ساله و -محمدعلی عموری نژاد، مهندس شیلات و معلم مدرسه، 34 ساله، همگی از اعضای فعال موسسه علمی-فرهنگی الحوار (گفتگو) کە مقابل خشونت است، بوده اند که در بهمن و اسفند 1389 دستگیر شدند. محمدعلی عموری نژاد در آن زمان در زندان بصره عراق بسر می‎برد و در بهمن ماه 1389 از مرز شلمچه مستقیما به مقامات اطلاعات جمهوری اسلامی ایران تحویل داده شد. متهمان این پرونده پس از اینکه ماه‌ها در بازداشتگاه وزارت اطلاعات تحت شکنجه شدید بوده‌اند، به محاربه و انجام عملیات تروریستی متهم شدند. این در حالی است که تمامی فعالان یاد شده، در جلسه دادگاه اعلام کرده‌اند اعترافاتی که از آنان اخذ شده تحت شکنجه بوده و به هیچوجه صحت ندارد.

عربهای اهوازی، یکی از اقلیت‌های اتنیکی هستند که تحت شدیدترین انواع سرکوب از سوی دولت مرکزی هستند. در ماه ژوئن سال گذشته، چهار فعال عرب اهوازی که سه تن از آنان برادر بودند نیز با اتهامات مشابه، اعدام شدند.

علاوە بر 5 تن یاد شدە در بالا کە احکام اعدام آنها قریب الوقوع است، در حال حاضر بیش از 30 زندانی وابستە به گروەهای اتنیکی و مذهبی در زیر حکم اعدام هستند.

ما امضا کنندگان این بیانیه، ضمن ابراز نگرانی شدید از اعدام قریب الوقوع پنج فعال عرب اهوازی، از مجامع بین المللی و نهادهای حقوق بشر می خواهیم فورا تمامی تلاشهای خود را برای توقف اجرای حکم اعدام و برای نجات جان زندانیان یاد شده به عمل آورند تا جمهوری اسلامی ایران، اجرای احکام اعدام را متوقف و امکان دادرسی مجدد در یک محکمه صالحه را فراهم سازد.

Joint Statement: Halt the Execution of Ahwazi Arabs

Iran Human Rights, January 23, 2013: 30 human rights bodies released a joint statement today expressing "deep concern" about the imminent execution of five Ahwazi Arab activists and have urged the international community and human rights organizations to take immediate action.

HALT EXECUTION OF AHWAZI ARABS

The undersigned human rights organizations strongly oppose the death sentences issued by the Islamic Republic of Iran (IRI) against five civil society activists who are members of the Ahwazi Arab ethnic minority in Iran. We urge the IRI authorities to halt the implementation of the death sentences against these five men pending further review of their cases in accordance with due process standards.

On Friday, January 18, five Ahwazi Arabs from Khalafiyeh (Ramshir), Iran were transferred by security forces from Karoun prison to an undisclosed location. Their families fear that the removal of the five men from Karoun prison indicates that they will soon be executed.

These five Ahwazi Arabs activists were sentenced to death in June. The execution sentences were upheld by the Supreme Court, and the families of the men were subsequently notified on Wednesday, January 9, 2013.

The five men in question are: Jaber Alboshoka, holds an associate degree in computer sciences and is a private in the military, 28 y/o - Mokhtar Alboshoka, works at a stone mining company, 26 y/o, - Hadi Rashedi, holds a masters degree in applied chemistry and is a chemistry teacher, 39 y/o -Hashem Shabaninejad, an Arabic literature teacher and a masters student of political science at Ahwaz University, 32 y/o and - Mohammad Ali Amourinejad, a Fisheries engineer and school teacher, 34 y/o. In addition to their professional vocations, these five men are founders and active members of the Al-Hiwar (dialogue)—scientific-cultural institute -a group which experienced mass arrests of its members in February 2011. Mohammad Ali Amourinejad was imprisoned in Basra, Iraq at the time. He was transferred directly to Iranian custody at the Shalamcheh border between Iraq and Iran in February 2011. After being held at a detention center run by the Ministry of Intelligence and Security (MOIS) in Ahwaz and tortured for months, they were accused of moharebeh (waging war on God) and terrorism, however the defendants maintain that the confessions obtained from them are false confessions obtained under torture.

Among ethnic minorities in Iran, Ahwazi Arabs are subjected to some of the most severe repression from the central government. In June of last year, four Ahwazi Arabs, three of whom were brothers, were executed on similar charges.

In addition to these five men, whose execution is imminent, there are more than 30 prisoners on death row who are members of ethnic and religious minorities in Iran.

The Iranian judiciary and security apparatus recently carried out the execution of six Sunni prisoners in secret—which has prompted fears among prisoners on death row and their families that more executions of ethnic and religious minority prisoners are on the way. The undersigned wish to express their deep concern about the imminent execution of these five Ahwazi Arab activists. We urge the international community and human rights organizations to take immediate action to halt the execution of these five men.
