Iran: Two Prisoners, Including a Woman, Hanged

Iran Human Rights (IHR); June 19, 2019: A man and a woman were executed at the Rajai-Shahr Prison of Karaj, this morning. Both the prisoners had been sentenced to death for murder charges.

According to IHR sources, on the morning of Wednesday, June 19, two people were executed at the Rajai-Shahr Prison.
One of them was a woman who has been identified by IHR as Fatemeh Nassiri. She was transferred from Gharchak Prison to Rajai-Shahr prison for the execution. A well-informed source told IHR, “Fatemeh who, for some reason, had taken the responsibility of a murder she did not commit, had spent 11 years in prison before her execution.”
IHR could not yet identify the other person’s name but can confirm that he was sentenced to death for murder charges. 
Of note, five male death-row prisoners were transferred to solitary confinement last Sunday in order to be executed. One could win the consent of plaintiffs and three were got time to discuss with the plaintiffs.
The Penal Code of Iran does not specifically state that convicted murderers are subject to the death penalty, but rather to “qisas” which means “retribution in kind” or retaliation. In this way, the State effectively puts the responsibility for executions for murder on the shoulders of the victim’s family. So, the plaintiffs (called “blood owners” in the Iranian Penal Code) can decide whether they want to execute a person charged with murder. 
The Iranian media outlets have not published news related to the aforementioned executions so far.
According to Iran Human Rights annual report on the death penalty, 240 of the 517 execution sentences in 2017 were implemented due to murder charges. There is a lack of a classification of murder by degree in Iran which results in issuing a death sentence for any kind of murder regardless of intensity and intent.
