Iran Human Rights (IHRNGO); March 13, 2023: Ali Mokhan Seifi and Armin Heirani, two men sentenced to qisas (retribution-in-kind) for murder, were executed in Kermanshah Central Prison.

According to information obtained by Iran Human Rights, a man was executed in Kermanshah Central Prison on March 12. His identity has been established as Ali Mokhan Seifi from the Osmanvand tribe in Kermanshah who was sentenced to qisas for murder.

An informed source told Iran Human Rights: “Ali Mokhan Seifi was a father of two and was arrested and sentenced to death for the murder of his wife around two years ago.”

Another man was executed at the prison on February 22. His identity has been established as Armin Heirani from Ravansar. He was also sentenced to death for murder and had been behind bars for around two years.

At the time of writing, neither of their executions have been reported by domestic media or officials in Iran.

Those charged with the umbrella term of “intentional murder” are sentenced to qisas (retribution-in-kind) regardless of intent or circumstances due to a lack of grading in law. Once a defendant has been convicted, the victim’s family are required to choose between death as retribution, diya (blood money) or forgiveness.
